It is like a lease agreement between the tribe and the community, after all, communities are tribal property. Community tells them what they want to do with the property, then the tribe says yes or no, always with language they have the right to take-over when terms are not met. The tribe tells communities what to pay for, and what the tribe will pay for. No big improvements or expenditures can be made without Council approval. Those are the main points. There are more. I agree Wage and Salary is a joke, look who is on there.What about the people that have been working for the tribe many years and then have to re-apply for their positions, how could they put someone else in that postion when the one that has been doing it for over 15 years has handled it all this time, the nation is a joke. Evidently the mangers, directors, supervisor don't think that the children are worth the challenge bowl. At one time the were so many people volunteering and there were so many schools particiapting that it was a real honor to volunteer but now it is shameful what everyone sees. Some of the bills are too important to ignore.</description><guid isPermaLink="true">http://thevoicesofcourage.com/2010/03/01/council-members-votes.aspx#comment-2895757</guid><pubDate>Tue, 09 Mar 2010 16:31:52 GMT</pubDate></item><item><title>Comment on NC's Facility Use Agreements Law is a FIASCO!</title><link>http://thevoicesofcourage.com/2010/03/09/ncs-no-facility-use-agreements-law-is-a-fiasco.aspx#comment-2895689</link><dc:creator>Anonymous</dc:creator><description>NEW TOPIC PLEASE.&lt;br /&gt;FUA's (Facility Use Agreemnts) are no more.&lt;br /&gt;&lt;br /&gt;The National Council passed a law that did away with all FUA's.&lt;br /&gt;&lt;br /&gt;FUA's made certain that the Tribe and the Communities knew what each were responsible for as far as the land and buldings were concerned.&lt;br /&gt;&lt;br /&gt;The catch 22 that NC put the communities in is:  No grants will be awarded to any community WITHOUT a FUA.&lt;br /&gt;&lt;br /&gt;So now the NC must write an amendment to the law that amendended the amendment on the amended law to take out the FUA requirement.&lt;br /&gt;&lt;br /&gt;Oh wow. Laws, Laws, Laws, Laws. Because I work for health. If you read the memo correctly, it states that the freeze IS in effect for health unless "it is a matter of health and safety". Having a shortage of health care providers is DEFINITELY detrimental to the health and saftey of those who use our facilities. SO, to that end, the freeze does not apply. ALL departments under health have been required to trim 10% of their budgets like everyone else. And who the hell in health got a raise???? We didn't even get a COLA adjustment, and were told not expect one next year either.
