This question is about the Challenge Bowl: Did anyone besides myself notice the few people that volunteered this year, was this their choice or their director? I heard that McIntosh would not let the childcare dept. volunteer because it is a federal program. It is awful funny that they were able to participate from the very beginning and nothing was said. It is a shame because these kids study hard to enter this and this is what it is suppose to be about, the kids. At one time the Chief and Mr. Sumner spoke in favor or everyone participating until you know who came along and he started to say that it took too much time away from work. What is the difference in someone taking 5 smoke breaks a day or walking for 30 min. Our kids are our future, this is stupid that the Chief allows this to happen. He was there and I am sure he saw how important this was to the children that were there, but then does he even care anymore. Also what happened to the Creek speakers that should have participated, don't they get 50 cents an hour more because they can speak the language? also we signed a contract that said they would help out in the challenge bowl, I think that if they didn't than this should be taken away from them or they should be fired. A big thank you to the people of Jom, they really worked hard to make it go as scheduled. Solution: Get rid or these people that don't care about what we are doing for the children, it has been said that mcintosh once said that her children better not ask her for anything because she would not help them, what kind of person is this that is over depts. that are to help people?

Council passed 2 bills that appropriate our $: 1.) Passed funds for a cook position for the Elderly Nutrition program (not tribal program) - Who is this Chef/Cook that gets his/her job funded all the time? ($15,000.00) and 2.) Passed funds for Checotah, DuckCreek & Eufaula ($185,000.00). They are slowing down a bit on spending our money but why are these 3 communities the only ones that keep asking for money? And yes the Council voted to have a rep. on the Tribal Trade & Commerce Board. Well lets see what Chief does with these bills.

1st PETITION for BETTER GOVERNMENT - for TERM LIMITS

THIS IS THE FIRST OF FIVE PETITIONS SCHEDULED FOR CIRCULATION.

Shortly, the following terms limit petition sponsored by the Muscogee (Creek) Citizens for Better Government will begin making its rounds. Three hundred and sixty-nine (369) current registered voters are required to get the Muscogee (Creek) National Council Terms Limits Act on a Special Election ballot. This number represents eight per cent (8%) of the total number that voted in the last election for Principal Chief, of which 4605 cast ballots. Proposed Amendment A59 states the following: “Measures referred to the People by initiative shall take effect and be in force when approved by a majority of the votes cast thereon and not otherwise.”

The essential point of the petition is as follows:
This measure amends Section 2 of Article VI of the Constitution of the Muscogee (Creek) Nation by adding a subsection (e). Currently, there is no limit to the number of terms a person may serve as a National Council Representative. This amendment is the same as the Constitutional number of terms allowed to be served by a Principal Chief and thereby makes all elected officials number of terms they can serve in office the same.

Ballot Title: Muscogee (Creek) National Council Term Limits Act

BE IT ENACTED BY THE PEOPLE OF THE MUSCOGEE (CREEK) NATION:

SECTION 1. a proposed amendment to Section 2. Article VI of the Constitution of the Muscogee (Creek) Nation; adding (e) No person shall serve in the office of National Council Representative more than two (2) consecutive terms for which he/she is elected and no person shall serve more than two (2) terms if not consecutive. A partial term shall not count as a full term.

SECTION 2. The Principal Chief shall submit this proposed Constitutional Amendment to the citizen voters at a Special Election within 90 days for their approval or rejection, as and in the manner provided by law, the following proposed amendment to Section 2 of Article VI after subsection (d) of the constitution of the Muscogee (Creek) Nation to read as follows adding:

(e) No person shall serve in the office of National Council Representative more than two (2) consecutive terms for which he/she is elected and no person shall serve more than two (2) terms if not consecutive. A partial term shall not count as a full term.

What brings this question up is that some of us citizens have brought details of tribal problems to him, and he has brushed us aside saying it was not an item for the AG's office.

VOC has related in the past that Mr. Wiley's real purpose appeared to be working for and protecting the Council. It appears to be coming true.

VOC is putting this topic out, although it would be just another policy or law that would simply be ignored or trashed. A Code of Conduct is a self-policing of actions, mostly based on ethics and laws, possibly with common sense thrown in. That is the reason we think any such code would be ignored or trashed.

In looking up the "Status of Legislation" on the Council's webpage, we note that the last record posted was the B & G Meeting of September 17, 2009.
What has happened to October, November and December legislations?

We have heard talk that the new speaker has stated that the citizens will not hear anything until the council has voted on any legislation or has made their decisions. Is this what is happening, although those have been voted on? What is the Speaker's personal agenda if he has made that decision. No transparency? Don't want us citizens to know or find out what he's up to?
